Hello! My name is Davina Ray, and I bring more than 26 years of experience in affordable housing compliance and operations, specializing in Low Income Housing Tax Credit (LIHTC) and Project-Based Section 8 (PBRA) programs.

My background includes hands-on experience in property management, where I worked with organizations such as Gunnison Valley Regional Housing Authority and Monroe Group. In these roles, I was responsible for the day-to-day administration of affordable housing programs, including LIHTC, Project-Based Section 8, Housing Choice Voucher, and HOME units. My work included lease-up operations, eligibility certification processing, compliance file management, and supporting residents throughout the occupancy cycle.

Prior to launching DRay Consulting, I served as a Program Compliance Officer within a state housing agency, where I conducted compliance monitoring for both LIHTC and Project-Based Section 8 properties. I reviewed certification files, conducted Management and Occupancy Reviews (MORs), and worked directly with housing organizations to address regulatory findings and implement corrective action.

During that time, I also collaborated with colleagues to develop compliance forms and contributed to compliance manuals used to support program administration. I worked directly with property managers and housing organizations to answer compliance questions and provide guidance on regulatory requirements and documentation standards.

In addition to my regulatory work, I have contributed to professional training within the affordable housing industry. I have written and delivered on-demand compliance trainings, presented at industry conferences, and served as a trainer for organizations such as NAHRO and Colorado Housing Now.

Throughout my work, my focus has been on helping organizations move beyond simply identifying compliance problems. Strong compliance programs are built through clear processes, practical systems, and support that helps staff apply complex requirements with confidence.
