This policy outlines the service practices and expectations associated with consulting engagements provided by DRay Affordable Housing Consulting. The goal is to support clear communication, well-defined project scope, and effective delivery of compliance consulting services.
Consulting Scope
DRay Affordable Housing Consulting provides compliance consulting, advisory guidance, and training related to federally regulated affordable housing programs with expertise in Low Income Housing Tax Credit (LIHTC) programs and Project-Based Section 8 (PBRA). Consulting services are designed to support housing organizations in strengthening compliance practices, preparing for regulatory monitoring, supporting lease-up operations, and developing internal compliance systems. The specific scope of services for each engagement is defined in the consulting proposal or project agreement.
Tailored Training Services
Training services provided by DRay Affordable Housing Consulting are designed to support the specific operational and compliance needs of each client engagement. Unlike standardized industry training programs, training delivered as part of a consulting engagement is tailored to the client’s property operations, program requirements, staff experience level, and project objectives. As a result, training content, structure, and materials may vary between engagements and are not intended to be uniform across clients. Scheduling & Communication
Consulting engagements often involve document review and regulatory analysis. To ensure thoughtful guidance, consultations are typically scheduled in advance whenever possible. Routine questions may be submitted via email or Microsoft Teams. Responses are generally provided within one business day. Extended consultations, training sessions, and document review discussions are typically scheduled in advance to allow adequate preparation and review time.
Reliance on Client Documentation
Guidance provided by DRay Affordable Housing Consulting is based on the information and documentation supplied by the client. The consultant is not responsible for errors, omissions, or incomplete information contained in documentation provided by the client or third parties.
Service Acceptance
DRay Affordable Housing Consulting evaluates each engagement request to ensure that the services requested align with the consultant’s professional expertise and availability. DRay Affordable Housing Consulting reserves the right to decline or discontinue consulting services in situations where:
- the requested services fall outside the consultant’s professional expertise
- the scope of work differs substantially from the original engagement agreement
- necessary documentation or cooperation is not provided to support the engagement
- circumstances arise that prevent the consultant from maintaining appropriate professional standards
If services must be discontinued, reasonable notice will be provided whenever possible.
Professional Standards

Intellectual Property

Materials provided during an engagement may be used by the client for internal operational purposes but may not be redistributed or used for external training without permission.
Records & Documentation
Clients remain responsible for maintaining complete and accurate tenant documentation and property records in accordance with program regulations. Consulting services are intended to support compliance practices but do not replace the client’s responsibility for maintaining required documentation.
